Partnership Systems and Management Arrangements


The delivery of the Action Plan is overseen by The Bristol Partnership which is responsible for ensuring the strategic coherence of the programme within Bristol.

The Bristol Objective 2 management structure, set out below, will ensure the efficient and effective delivery of projects under the Action Plan. The Management Structure Chart summarises the management arrangements for the Action Plan.


Management Structure

Government Office for the South West

Government Office for the South West (GOSW), as Programme Secretariat for the South West Objective 2 Programme, is responsible for monitoring the progress of the programme including the delivery of the Action Plan. It is their responsibility to appraise 'novel' and 'contentious' projects, and those projects seeking a level of funding that exceeds the delegated limit.


Bristol City Council

Bristol City Council is the Accountable Body for Bristol Objective 2 Neighbourhood Action Plan and will be responsible for the control of Structural Funds grants in a way that secures, to the satisfaction of the GO European Secretariat:

The systems introduced will be subject to audit to ensure that they are accurate and suitable for the purpose. Bristol City Council must maintain effective appraisal, project monitoring and financial systems, so that the costs of each project and the generated outputs can be clearly identified, and the propriety and regularity of all payments and handling of grant ensured. This will extend to the transactions of partners and contributors.


The Bristol Partnership

The Bristol Partnership is responsible for ensuring the strategic coherence of the Programme. It oversees the operations of the Regeneration Delivery Group.


The Regeneration Group (RG)

The role of the Regeneration Group (RG) includes the implementation of regeneration schemes funded by the Single Regeneration Budget (SRB6), the Neighbourhood Renewal Fund (NRF) and the Bristol Objective 2 Action Plan. The activities of the group includes:

The membership of the group is representative of key organisations from the city's public, private and voluntary sector. The group comprises members from agencies represented within the Bristol Partnership, as well as representatives of three Neighbourhood Renewal clusters, who should represent the views of the neighbourhood residents.

The RG is a 'hands-on' operational group that meets on a regular basis and is actively involved at all stages of the programme's lifecycle: development, approval, implementation and evaluation.

The Strategic Resources Unit of the Regeneration Division of Bristol City Council services the RG.


Objective 2 Technical Appraisal Panel

The Appraisal Panel comprises representatives from Bristol City Council, SRB6, Objective 2, the South West RDA, and the Government Office South West. The role of the Appraisal Panel was to technically appraise all Objective 2 full applications under the Action Plan. The Panel acted as a first stage of evaluation and/or decision-making, produced reports and made recommendations for approval or rejection by the RG and/or the delegated officer of the Accountable Body (the BCC Head of Regeneration) dependant on the amount of funding being sought.


Bristol Objective 2 Neighbourhood Action Plan Secretariat

The Action Plan secretariat provides support to the Regeneration Delivery Group and Technical Appraisal Panel. They are also responsible for reviewing the Action Plan and overseeing the approval, monitoring and evaluation of funded projects. The Action Plan Secretariat includes a project manager, development worker, administration and financial / monitoring support staff.



The Bristol Partnership

The Bristol Partnership, which represents key interests in the Bristol Objective 2 area, acts as the overarching partnership for the Bristol Neighbourhood Action Plan currently, and will continue to do so. The Partnership aims to give all Bristol residents greater opportunities to share in, and contribute to the prosperity of the city by bringing about sustainable economic and social regeneration through the active involvement of local people in schemes that affect their lives.

The Regeneration Group (RG), a sub group of the Bristol Partnership, is responsible for the implementation and management of the Bristol Objective 2 Action Plan. It consists of key private, public and voluntary sector organisation representatives and is divided into Voting Members and Advisors (Non-Voting Members).

The membership of the partnership was not set in stone. It has evolved over the lifetime of the Action Plan to ensure a high degree of integration and synergy with other partnerships in the area. The Partnership recognises the importance of capitalising on "what works" and changing what doesn't.
An annual community conference offers an opportunity to assess the effectiveness of the partnership arrangements and address any imbalances. Local residents, voluntary and community organisations and key agencies will be given an opportunity to feedback on the existing partnership arrangements.
